 Decimal degrees to Degrees, Minutes, Seconds display.

Symptom:
Data Frame properties - changing units from Degrees Minutes Seconds (DMS) to Decimal Degrees (DD)does not consistently return a proper result
 

Solutions:
1) When going from DMS to DD, choose another unit (e.g. meters) Apply the change, then go back and change to DD.
